The UK is getting new anti-piracy measures, a nationwide household broadband guarantee and reforms for its failing commercial public-service broadcasters in Digital Britain, a long-awaited and wide-ranging grand government policy paper. Amongst the interventions, unused cash from a digital TV switchover fund will encourage telcos to give 2Mbps to rural areas, while persistent illegal downloaders will get warnings and may have their internet connection throttled.
